When executing deploy.bat from a generated project directory, the APK file isn't found. However, the APK file is generated. It appears the deploy.bat script is looking for the wrong file. This was discovered in v1.0.0-rc1.

Fixed in 64826e2ce2. That revealed other issues where the SDK couldn't be located and the .weevil.toml file wasn't being properly upgraded when an upgrade command was issued. That one spiraled, but I think I've got all those bugs resolved.
