Windows deploy script can't locate APK file

Fixed in 64826e2ce2809c0a672356ecd81aecc271186686. That revealed other issues where the SDK couldn't be located and the .weevil.toml file wasn't being properly upgraded when an upgrade command…

Ran regression tests and there were problems! Glad I looked, those were patched in 64826e2ce2809c0a672356ecd81aecc271186686.
